Practice Experience

Jeffrey's career spans over 25 years advising clients in a broad range of transactional, regulatory, and litigation matters. His current practice focuses on developing deal structures for public and private telecommunications providers contemplating "triple-play" services, public-private partnerships, fiber-to-the-home networks, WiMAX, and the sale or acquisition of under-utilized fiber networks.

He has also recently guided and worked with select telecommunications clients applying for grant and loan funding under the broadband portion of the American Reinvestment and Recovery Act of 2009.

Prior to co-founding Mayhook Law in September, 2001, Jeffrey served as Secretary and Vice President, Chief Corporate Counsel, of PreNet Corporation (now PreCash), a Portland-based startup in the electronic payment transaction industry, where, as part of the senior management team, he directed the company's legal affairs in the areas of venture financing, corporate governance, intellectual property, and securing major agreements with wireless carriers, national retailers, and payment processors.

From 1996 to 2000, Jeffrey served as Vice President, Legal and Regulatory Affairs, and then as Secretary and Corporate Counsel, at GST Telecommunications, Inc., a publicly-traded competitive local exchange carrier (CLEC), where he was directly involved in the regulatory and transactional issues relating to the rollout of virtually every area of competitive telecommunications, including, especially, local, long distance, data, and long-haul transport services.

Moreover, given his role as a member of the senior management team, Jeffrey's responsibilities extended to formulating and implementing GST's strategic and long-range initiatives, as well as to managing and directing GST's extensive internal and external legal services, which included federal and state regulatory filings and proceedings; the gamut of transactional matters involving myriad carriers, vendors, local governments, contractors, and customers; corporate governance; securities compliance; public disclosure guidance; stock option matters; mergers and acquisitions; debt and equity financing issues; anti-trust litigation; interconnection; construction claims; and employment matters. Other activities included presenting the company's business development goals to foreign officials and executives in Latin America and Asia.

A graduate of the University of Iowa College of Law, Jeffrey also spent 14 years engaged in private law practice in Anchorage, Alaska, where he focused primarily on corporations, public utilities, and litigation and appellate matters. Additionally, he holds an M.A. in English from the State University of New York at New Paltz, and a B.A. in Business Administration and English from the University of Wisconsin at La Crosse. Jeffrey is currently a member of the Federal Communications Bar Association and Energy Bar Association, the leading bar associations for, respectively, communications and energy lawyers dedicated to the development, interpretation, and practice of communications and energy law and policy.

Jeffrey currently serves on the Energy Bar Association's Competition and Antitrust Committee.
